SHAHEEN STATEMENT ON DECISION TO BLOCK EMBRYONIC STEM CELL RESEARCH
(Washington, D.C.) – U.S. Senator Jeanne Shaheen released the following statement today in reaction to Federal District Court Judge Royce C. Lamberth’s decision to block federal funding for embryonic stem cell research.
“Stem cell research holds promise for millions of patients and families impacted by conditions such as diabetes, Parkinson’s, multiple sclerosis, and spinal cord injuries. I have long advocated for lifting the ban on federal funding for embryonic stem cell research and yesterday’s decision by a federal judge to block this funding reaffirms that Congress should take swift action to lift the ban once and for all and ensure that this critical research can continue uninterrupted.”
Gov. Lynch Orders Flags to Half-Staff on Wednesday

“I am extremely disappointed in yesterday’s ruling by Judge Lambeth blocking the federal government from funding much needed human embryonic stem cell research. This innovative research has the potential to uncover breakthroughs for patients suffering from diabetes, Parkinson's disease, paralysis, heart disease, arthritis, and hundreds of other afflictions. President Obama was right to lift previous restrictions on funding, and I am hopeful that this ruling will be overturned on appeal. If it is not overturned, I will work in Congress to change the law to permit such funding so that scientists can go back to work on behalf of hopeful patients around the world.”
SHAHEEN ANNOUNCES OVER $3.1 MILLION FOR WEATHERIZATION PROJECTS ACROSS NH
Six New Hampshire organizations are recognized for additional investment
(Washington, D.C.) – U.S. Senator Jeanne Shaheen today announced that six New Hampshire organizations will receive a total of $3.165 million for weatherization projects across the state as part of the Department of Energy's (DOE's) Weatherization Assistance Program. The awards include $500,000 for Community Action Program Belknap-Merrimack in Concord; $600,000 for Southern New Hampshire Services in Manchester; $500,000 for Southwestern Community Services in Keene; $565,000 for Strafford County Community Action Committee in Dover; $400,000 for Tri-County Community Action Program in Berlin; and $600,000 for the New Hampshire Community Loan Fund in Concord. The investments announced today will enable these organizations to expand their weatherization programs and will support new pilot projects to demonstrate innovative weatherization delivery and financial models and new technologies. The New Hampshire Office of Energy and Planning submitted the grant application on behalf of the community action agencies.
"Weatherization projects are among the most efficient and cost-effective ways to conserve energy and create jobs and I am delighted that these outstanding community partners have been recognized today for additional investment,” said Shaheen. “This additional support for weatherization programs will help reduce energy costs for New Hampshire families, support local contractors and small businesses, and reduce our dependence on dirty fossil fuels.”
The award announcements are part of $120 million in Recovery Act funds announced by the DOE, with $90 million awarded to high-performing local weatherization providers to complement and expand their existing weatherization programs. Each of the selected organizations has already met their milestone of weatherizing 30 percent of their total production goal and spending 30 percent of their Recovery Act funds. These awards will allow these successful grantees for the first time to install renewable energy systems and cutting-edge energy efficiency technologies in homes to help families save even more on their energy bills, including installing technologies such as solar heating systems, solar photovoltaic panels and shingles, small-scale wind turbines, new insulation technologies, cool roofs, high-efficiency appliances, tankless hot water systems, high-efficiency combination boilers for hot water and heat, in-home energy monitors, and ductless heat pump systems. Community Action Program Belknap-Merrimack, Southern New Hampshire Services, Southwestern Community Services, Strafford County Community Action Committee, and Tri-County Community Action Program received funding as part of this group of high-performing grantees.
The additional $30 million from the weatherization program will fund recipients that will demonstrate other innovative approaches to weatherizing low-income single and multifamily homes. Projects will include new types of weatherization partnerships, financial models that allow for greater private sector leveraging, workforce training and volunteer engagement, and the demonstration of new energy efficiency technologies like in-home energy monitors. The New Hampshire Community Loan Fund has received funding as part of this group of grantees.
New Hampshire has ranked among the most efficient states in the country for putting weatherization assistance to work, according to a report from the Inspector General of the U.S. Department of Energy, having met and exceeded a goal of 30 percent project completion rate as of April of this year. Shaheen has visited a number of weatherization projects across the state with DOE officials to highlight the state’s progress and the benefits of weatherization.
Weatherization saves families an average of $437 in heating and cooling costs every year at current prices, and reduces energy consumption for the average family by 35 percent, while decreasing national energy consumption by the equivalent of 24.1 million barrels of oil annually.
Ayotte Promises More Services for NH Veterans While Slashing Their Budget
Manchester, NH - Just one day after the Hodes campaign called on Kelly Ayotte to exempt the Veterans Affairs department from her budget-slashing "hatchet," Ayotte continued to make promises to New Hampshire veterans while refusing to protect their share of the budget. Ayotte has said she will ask federal agencies to cut their budgets by "up to 20%," but last night, she told New Hampshire veterans she would fight for a full-service VA hospital in the Granite State.
"Kelly Ayotte is promising New Hampshire one thing then saying another to pander to the Republican primary electorate," said Hodes for Senate Communications Director Mark Bergman. "To score political points in a heated Republican primary, she portrays herself as an ax-wielding budget-cutter ready to put any government agency on the chopping block. Then the very next day, she turns around and promises New Hampshire veterans that they'll have a full-service veteran's hospital. New Hampshire veterans deserve better than empty, election year promises.

Shea-Porter Announces $70,000 for Rockingham Economic Development Corporation
WASHINGTON, DC — Congresswoman Carol Shea-Porter today announced that the Rockingham Economic Development Corporation will receive $70,000 to develop and implement a comprehensive economic development strategy (CEDS) in the region. The purpose of the CEDS process is to bring together the public and private sectors for the creation of an economic development plan to diversify and strengthen the regional economy. These funds are provided by the Economic Development Administration of the U.S. Department of Commerce.

Jeb Bradley Silent on Conflict with John Stephen Campaign
State Senate candidate Beverly Woods challenges Bradley to explain discrepancy to voters
Concord - Last week, Jeb Bradley's voting record in the New Hampshire Senate collided with attacks from John Stephen's gubernatorial campaign, of which Bradley is co-chair. In a Manchester Union Leader article from Aug. 13, John Stephen's campaign made scathing attacks on Senate Bill 500 and stated that John Stephen never would have let the bill pass. Bradley and all but one his Republican colleagues in the Senate voted in favor of Senate Bill 500.
"Jeb Bradley has some explaining to do to the voters here in District 3," said Democratic state Senate candidate Beverly Woods. "It seems that his position as campaign co-chair for John Stephen is interfering with his role as state Senator."
After once labeling John Stephen a "big spending bureaucrat," Bradley confirmed his commitment to John Stephen's bid for governor in March. So far, Bradley has not commented on the clear disconnect between his Senate voting record and the conflicting talking points of the Stephen campaign.
"Does Jeb Bradley now agree with the Stephen campaign on Senate Bill 500? Will he flip-flop on his vote, or stand behind it?" asked Woods. "I challenge Bradley to address this discrepancy and explain to voters how he can support John Stephen and his campaign's attacks on Senate Bill 500, when Bradley himself voted in favor of it."
"This November, voters have choices," continued Woods. "The question is whether or not they will choose to re-elect someone whose rhetoric does not correspond with his record."
SEA Unanimously Endorses Swett for Congress
CONCORD, August 13, 2010—The New Hampshire State Employees Association, SEIU Local 1984, Board of Directors voted unanimously to endorse Katrina Swett for Congress in the New Hampshire Second District Congressional primary.
SEIU Local 1984 represents over 10,000 public and private sector workers in New Hampshire.

Kuster Lobbied Against Medical Privacy
CONCORD, August 11, 2010 – The Kuster campaign has refused to answer questions about her lobbying background, specifically about the work she did for the 15 years she represented the Pharmaceutical industry. During this period, Kuster lobbied to put corporate profits above the privacy of New Hampshire patients and doctors.
In 1998, Kuster lobbied against legislation (HB 490) that protected patient’s medical information from being released for sales and marketing purposes. She placed a higher priority on economic activity than patience privacy when she submitted testimony stating, “New Hampshire must support research and development to sustain a thriving economy.” The New Hampshire Legislature disagreed, and the bill was signed by Governor Jeanne Shaheen on June 28, 1998.
In 2006, Kuster lobbied against legislation (HB 1346) that prohibited the sale or transfer of information identifying doctors for commercial purposes. The primary sponsor of the legislation testified that pharmaceutical marketing had driven up New Hampshire’s Medicaid drug costs (1). Governor John Lynch signed the Prescription Confidentiality Act into law in June 2006.
IMS Health, one of Ann Kuster’s 46 lobbying clients, sued the state of New Hampshire to prevent implementation of the Prescription Confidentiality Act, and the Unites States Supreme Court let the law stand on June 29, 2009 when it refused to hear IMS Health’s challenge.
“Ann Kuster lobbied to protect corporate profits over the privacy of New Hampshire’s patients and physicians, but the United States Supreme Court stood with the people of New Hampshire” said Swett Campaign Manager Meagan Coffman. “Katrina Swett strongly supports the medical information safeguards that President Obama signed into law on February 28, 2009, because she knows that we can never compromise medical privacy.”

In 1998, Kuster was paid to lobby on behalf of IMS Health (then called IMS America) and the Pharmaceutical Research and Manufacturers of America. She submitted testimony opposing HB 490 to the Senate Insurance Committee on April 21, 1998.

SHAHEEN, KAMEN CALL FOR INVESTMENT IN SCIENCE, TECHNOLOGY EDUCATION
Shaheen unveils bill to create grant program targeting STEM education
(Washington, D.C.) – U.S. Senator Jeanne Shaheen today unveiled legislation to create a competitive grant program for non-traditional science, technology, engineering, and math (STEM) educational programs alongside New Hampshire inventor and entrepreneur Dean Kamen. STEM-related fields are expected to be the fastest growing occupations of the next decade, however not enough students in the United States are pursuing an education in STEM fields to keep up with the increase in demand in the workforce. Shaheen’s Innovation Inspiration School Grant Program legislation would address that shortage by increasing access to and participation in STEM programs across the country. Shaheen and Kamen were joined at the event in Manchester by mentors and students from the FIRST® robotics science and technology program as well as alumni who are currently working in engineering. FIRST, which was founded by Kamen, is an example of the type of program that would be eligible for grants under Shaheen’s legislation.
“American students must have access to better STEM training and mentors in the field if they are going to be able to compete in today’s global economy. The legislation we unveiled addresses that need,” said Shaheen. “STEM-related fields will offer some of the best career opportunities for our students and by preparing our young people for these jobs we can help position our economy to grow for years to come.”
Research has shown that students who participate in FIRST robotics program are more likely to attend college on a full-time basis compared to other students; are nearly two times as likely to major in a science or engineering field; and are significantly more likely to achieve a post-graduate degree. Shaheen’s legislation, which would establish the Innovation Inspiration School Grant Program, provides funding to states and school districts to help bolster student access to quality non-traditional STEM programs like FIRST. The bill also requires the schools to partner with community businesses and organizations that can provide mentors who are working in the STEM fields to assist and guide those interested students.
“It is essential that our workforce is trained in science, technology, engineering, and math education programs in order to compete in this global economy. The legislation Senator Shaheen has put forward will help us give young people better access to non-traditional STEM programs, and encourage students to pursue higher education and a career in science and technology. Senator Shaheen has been a committed and enthusiastic support of FIRST since the beginning, both as Governor of New Hampshire and as a member of the United States Senate, and I would like to thank her for her continued leadership. Founded in 1989, FIRST works to inspire young people to be science and technology leaders by engaging them in mentor-based programs that build science, engineering and technology skills. The organization expects to reach more than 250,000 students through its various programs this year.

Gov. Lynch’s Jobs Initiative Putting People Back to Work
CONCORD – Gov. John Lynch today visited RCD Components in Manchester, a company that is hiring workers through New Hampshire Working, the Governor’s jobs initiative.
RCD Components has so far hired two employees through the NH Working – Return to Work Initiative. The company is looking to hire eight more employees through the initiative, which allows workers to continue to collect unemployment while they undergo up to six weeks of on-the-job training at a potential employer. This initiative reduces the upfront costs companies bear in training new workers, and it gives workers a foot in the door at company looking to hire.
“Our unemployment rate is nearly 40 percent lower than the national average, but we must recognize that there are still thousands of men and women in New Hampshire looking for work. As Governor, I am committed to continue working so that anyone who wants a job can get a job in New Hampshire,” Gov. Lynch said.
RCD Components, an electronic components manufacturer, employs about 75 people at its Manchester facility.
“I have met a number of people who have been out of work for some time and they want the opportunity to work again. They want to show employers they have the skills and talents needed in today’s workforce, but they just need someone to give them a chance,” Gov. Lynch said. “Through New Hampshire Working, we are giving them that chance.”

New Hampshire Working is a three-part initiative that helps New Hampshire citizens stay at work if they already have jobs, return to work if they are unemployed and ensure that they are ready to work at new jobs. New Hampshire Working also allows the state to partner with businesses and workers to provide an alternative to layoffs. Companies and workers ca agree to reduced hours instead of layoffs, and the lost wages for workers will be made up through unemployment benefits.
Workers will keep their jobs, their health insurance and most of their income. Companies will be able to retain the skilled workers they need to recover, and taxpayers will avoid increased costs as the demand for state services increases as unemployment rises. This part of New Hampshire Working is modeled after successful job-share programs in other states.
Under the final part of New Hampshire Working, the jobs skills of all newly unemployed workers will be assessed. Workers can take the results of those assessments to potential employers, giving business owners the confidence that new hires will have the necessary skills. Also, the state’s Job Training Fund to $2 million a year in 2011 and allows Employment Security to use those funds to train unemployed workers.
“New Hampshire Working is a way we can help companies and workers through these tough times,” Gov. Lynch said. “The funding required for these programs is money we are already spending – but with New Hampshire Working we’re spending it better, in a way that will help companies and workers, and reduce costs for taxpayers.”

SHAHEEN: WORKING FORESTS CRITICAL TO JOB CREATION AND CLEAN ENERGY ECONOMY
(Washington, D.C.) – U.S. Senator Jeanne Shaheen today emphasized the critical role of private working forests to tourism, job creation, and the clean energy economy at a listening session with U.S. Secretary of Agriculture Tom Vilsack in Concord. The session was part of the Obama Administration’s America’s Great Outdoors Initiative – a nationwide listening tour on conservation, recreation, and reconnecting people to the outdoors. Shaheen invited Vilsack to hold a listening session in New Hampshire, which resulted in today’s event in Concord.
“New Hampshire’s working forests are one of our greatest assets, contributing to our state’s unrivalled natural beauty and creating jobs in our communities,” said Shaheen. “I am committed to making New Hampshire a leader in clean energy production, and our working forests must continue to be a central component of that effort.”
“A prosperous America relies on healthy forests and the benefits they provide: clean air and water, renewable energy sources, wildlife habitat, places to recreate outdoors, and jobs for people throughout the country,” said Vilsack. “Working forests matter and are integral to the history, culture, and prosperity of New Hampshire. We want to hear and learn about the successful work happening in the region to conserve, restore, and keep working forests economically viable. Besides providing habitat for New Hampshire’s diverse plant and animal life, private working forests are an important economic engine for New Hampshire, supporting thousands of jobs and drawing countless tourists to the state every year. Private forests are also playing a key role in the transition to a clean energy economy as a source of renewable fuels such as wood pellets and ethanol made from forest byproducts. In addition, Shaheen has introduced legislation to provide incentives for small forest landowners to adopt forest management practices that would increase the land’s capacity to store more carbon and help mitigate the impact of carbon pollution.

Swett: Does Kuster Lobbying Demonstrate Her Priorities on Education?
CONCORD, August 9, 2010 – The Kuster campaign and its allies have claimed both that she was not a lobbyist and then that her lobbying career is not relevant to the campaign. However, a review of her clients suggests that she lobbied to shift the tax burden off of private corporations at the expense of middle class families and homeowners.
For example, two of Kuster’s 46 lobbying clients were Dartmouth College and Dartmouth Medical School. Kuster reported $259,293.99 in lobbying revenue from Dartmouth institutions. In 2004, she lobbied for SB 474, a bill that would have exempted Dartmouth and other private colleges and secondary schools from the New Hampshire state property tax.
“Ann Kuster lobbied to protect private institutions from paying their fair share of the statewide property tax. These tax dollars go directly to local communities to fund public education. Fortunately, Kuster’s efforts were unsuccessful, or public schools in Hanover and Concord would have had to make cuts or raise taxes,” said Swett Campaign Manager Meagan Coffman. “It is fair to ask the question: what does this say about what her education priorities will be in Washington?”
Kuster’s bill would have exempted Dartmouth and other private institutions from property taxes, costing local communities about $5 million in education funds. Towns would have been forced to make a tough decision – raise the property tax rate on individual homeowners or slash public education budgets.
“Katrina Swett understands the value of public education, and she will fight for policies that strengthen, not weaken, New Hampshire’s public schools. Katrina’s children all attended NH public schools, and she believes that every student should have access to the first class public education her children received,” Coffman continued. “We need a representative who understands that giving tax breaks to private institutions is the wrong policy for New Hampshire.”

SHAHEEN: EXPORTING AND CLEAN ENERGY WILL CREATE JOBS IN NEW HAMPSHIRE
(Washington, D.C.) – U.S. Senator Jeanne Shaheen today cited exporting and clean energy as keys to New Hampshire’s long term economic growth during a visit to Goss International in Durham. Shaheen highlighted Goss, a manufacturer of large-scale printing presses and finishing systems, as a prime example of what companies must do to compete in today’s global economy. To supplement its printing equipment operations and extend its core high-tech manufacturing capabilities to the emerging clean energy economy, Goss International recently pursued and won a contract to manufacture wind turbine components at its Durham facility. Shaheen was joined by Goss International President and CEO Jochen Meissner.
“Exporting and clean energy are critical to New Hampshire’s future economic growth, and we must ensure that our state remains a leader in these two important areas,” said Shaheen. “By aggressively exporting their products and expanding into clean energy technologies, Goss International is proving that the future of manufacturing in New Hampshire is bright.”
Goss International currently has more than 500 employees in New Hampshire and exports printing presses and finishing systems for newspaper, magazine, catalog and other applications to countries throughout the Americas, Europe, and Asia. Earlier this year, Shaheen helped in securing financing from the U.S. Export-Import Bank for two Goss printing presses sold to two companies in Mexico.
Starting this fall, the company will begin training employees in the manufacture of mid-sized wind turbines, with assembly of the first components slated to begin toward the end of the year.
“Our business and our industry are directly impacted by issues ranging from trade, export, and postal regulations to health care and job training,” said Meissner. “Senator Shaheen has continually shown a strong interest in and actively supported our manufacturing operations and our employees here in New Hampshire, and we are very happy to have such a strong advocate for our business and workers by our side.”
Since joining the Senate, Shaheen has advocated strongly for increased exporting. She cosponsored legislation to strengthen Small Business Administration programs that assist small exporters and, in March of this year, hosted the Granite State Export Fair which brought together state and federal trade officials and other resources to help New Hampshire businesses gain access to new markets.
Shaheen was the first New Hampshire Governor to lead a trade mission overseas and the four trade missions she led during her administration resulted in $500 million in projected sales for New Hampshire businesses. Shaheen also significantly increased the state's investment in the International Trade Resource Center, which offers New Hampshire companies one-stop shopping for a wide range of services to help them develop new markets for their products and services.

Gov. Lynch Announces Job Training Grants Awarded to Five NH Companies
CONCORD — Gov. John Lynch today announced that five New Hampshire companies and nearly 400 workers will benefit from Job Training grants awarded in the month of July.
Job Training grants are aimed at keeping good jobs in New Hampshire by helping companies train their workers with new skills to compete in a changing economy Gov. Lynch made it a priority to reinstate the Job Training Fund, which distributes up to $1 million annually in matching grants to allow companies to train new workers or retrain longtime employees.
Since the Job Training Fund was reinstated in late 2007 ago, more than 7,000 workers from across New Hampshire have received training and enhanced skills through the matching grant program.
Last week, the Governor and Council approved a $100,000 Job Training Fund grant for Goss International in Durham, a manufacturer of printing and publishing equipment. The $100,000 grant, in addition to a $1.3 million company match, will allow Goss to train 115 workers in new technologies as the company expands into the wind turbine manufacturing market.
“In order to ensure New Hampshire continues to lead the region in economic activity, it is important that we continue to invest in New Hampshire workers and New Hampshire companies,” Gov. Lynch said. “Job training grants our helping our companies grow, innovate to meet the demands of a changing marketplace, and to compete.”
The July 2010 recipients of the Job Training grants are: Green Mountain Communications, Inc, of Pembroke; Penny Publications in Loudon; Daigle Plumbing & Heating of Derry; PixelMEDIA, Inc. in Portsmouth; and Salient Surgical Technologies, Inc. in Portsmouth.
Since the Job Training Fund was re-established, companies from across New Hampshire have received state grants totaling more than $2.5 million. Companies receiving grants have contributed nearly $5 million, bringing the total amount invested in new training for workers to more than $7 million.
Former Senator Rick Santorum Headlines Fundraiser for Chris Sununu

Shea-Porter Introduces Legislation to Reduce Prescription Drug Abuse
Washington, D.C. – Congresswoman Carol Shea-Porter today introduced legislation that seeks to reduce prescription drug abuse. The Safe Prescription Drug Disposal and Education Act (H.R. 5925) would provide grants to communities to install prescription drug drop-boxes, and would also provide grants to communities for classes on the dangers of prescription drug abuse. The contents of the prescription drug drop-boxes would be disposed of in an environmentally safe way by waste or hazardous management companies, thereby preventing these medications from polluting our water. This legislation is supported by the NH Association of Chiefs of Police, the NH Department of Environmental Services, and national anti-drug coalitions.
“New Hampshire has seen a 200 percent rise in prescription drug abuse over the last ten years. It is a public health and safety issue,” said Congresswoman Carol Shea-Porter. “My bill will help address these problems. It will also prevent the improper disposal of prescription drugs, which pollute our water and harm our environment.”
The Safe Prescription Drug Disposal and Education Act would provide grants to communities to install prescription drug drop-boxes. The purpose of these drop-boxes is for disposal of unwanted prescription drugs, allowing people to get these drugs out of their homes and out of the reach of children. In addition, this bill would provide grants to communities for classes on prescription drug abuse. Classes would be for children and parents, educating them on the dangers of prescription drug abuse and how to prevent it. Congresswoman Shea-Porter is vice co-chair of the Congressional Addiction, Treatment, and Recovery Caucus.

Kuster Conflicted on Lobbying Career
CONCORD, July 21, 2010- The Swett campaign calls on Kuster to be candid about her twenty year lobbying career.
"Over the past several weeks, Ann Kuster’s campaign and her surrogates have cried foul when our campaign has mentioned the word ‘lobbyist’, and last month her campaign manager told the Valley News that such an assertion was a smear," said Swett campaign manager Meagan Coffman. "Now the Kuster campaign has told a Union Leader columnist that they are proud of her lobbying background. Gov. Lynch Applauds Senate Passage of Extended Unemployment Benefits; Urges Quick Final Approval

Stephen Concerned About Lynch's Respect For Private Property Rights Say's Lynch Is Back At JUA Raid
MANCHESTER, NH- John Stephen, Republican candidate for Governor, called today’s effort to allow the state to raid the Joint Underwriting Association (JUA) an further example of how Governor John Lynch lacks respect for private property rights. Lynch included taking $110 million of payments by health care professionals from the fund to balance the current and prior budgets, but was blocked by the State Supreme Court from fleecing the private property. Today, Lynch’s Insurance Department held a hearing on proposed rules to have state government absorb the fund, the first step in drawing money from the JUA.
“The Supreme Court locked the front door on Governor Lynch’s bold attempt to raid private property, but now he’s trying to break in the back window,” Stephen said. “New Hampshire and the 12 other colonies broke away from Britain in large part because we were being crushed by a king had no respect for private property rights. John Lynch has clearly not learned that history lesson, but the public now knows the contempt with which he views the right to defend your possessions.”
Stephen noted that New Hampshire’s voters overwhelmingly passed a constitutional amendment (Question 1) in 2006 to defend citizens from government taking of private property.
“86% of New Hampshire voters spoke loudly and clearly that they adamantly disagree with the government forcefully taking private property,” Stephen added. “What part of five out of six citizens opposing these raids does Governor Lynch not understand? Clearly, the Governor’s desire to get his hand on every last dime he can in order to grow government has outweighed the message that he should have learned by elementary school – that it’s not right to steal other people’s stuff.”

Gov. Lynch’s Veto Message Regarding HB 1490
By the authority vested in me, pursuant to part II, Article 44 of the New Hampshire Constitution, on July 13, 2010, I vetoed HB 1490.
The State of New Hampshire has a responsibility to do the very best it can to provide oversight of state regulated financial institutions and protect consumers from fraud. Because this bill moves New Hampshire in the wrong direction, and does not serve the best interests of New Hampshire consumers, I am vetoing it.
HB 1490 would make changes to the Banking Department’s jurisdiction over consumer complaints against financial institutions that are inconsistent with the Attorney General’s Report concerning Financial Resources Mortgage, Inc. and recommendations for strengthening consumer protections and enforcement.
This legislation extends existing law that provides the Banking Department with exclusive authority and jurisdiction to investigate unfair conduct by regulated financial institutions, but it also purports to expand that exclusive authority to include enjoining violations of the consumer protection laws.
The Attorney General has recommended that the Department of Justice’s authority to regulate unfair or deceptive practices in the banking industry that was removed in 2002 should be restored, and I support the restoration of that authority. This bill moves this responsibility in the opposite direction, by granting additional exclusive authority to the Banking Department to enjoin such unfair and deceptive trade practices by financial institutions. Moreover, the bill suggests that the Banking Commissioner will now have authority to appear in Superior Court to enjoin violations while, in fact, it is the responsibility of the Attorney General to enjoin unfair and deceptive trade practices in the courts.
The joint Commerce Committees in the House and Senate held extensive hearings into the Financial Resources Mortgage, Inc. matter, including issues pertaining to the investigation and oversight of consumer complaints of unfair and deceptive practices by state regulated financial institutions. The Joint Committee is due to issue a report and recommendations this fall, and I intend to work closely with the legislature to ensure we restore the authority removed from the Attorney General’s office and make other necessary changes to strengthen oversight of financial transactions and financial services.
There are other changes to the banking laws in the bill that will improve financial services oversight, and I will work with the legislature to ensure that those provisions go forward again next session. My veto of this bill will not affect the Citizens Task Force on Revenues and Expenditures, as this provision was also included in Special Session HB 1, which is now law.
Ayotte Campaign Calls Hodes "International Man Of Mystery"

Joining the likes of Harry Reid at a cash call organized in part by DC trial lawyers, Hodes was listed among several Democrat Senate candidates from across the country participating in a joint fundraiser at which donors could max out at $43,200.

According To Hodes Ayotte Would Subject Social Security to Stock Market Casino
Manchester, NH - In a recent article that appeared in the Concord Monitor, Republican senate candidate Kelly Ayotte said that she would put, "all ideas on the table" when it comes to Social Security [Concord Monitor, 7/11]. Over the past decade, Republicans have proposed raising the retirement age, privatizing Social Security and putting its value at the whim of Wall Street, and slashing benefits. The Hodes for Senate campaign released the following statement in response to Ayotte's comments:

Swett’s Second Quarter Numbers Shine
CONCORD, July 13, 2010- Second District Congressional candidate Katrina Swett says her second quarter fundraising and campaign activities have far exceeded her expectations.
Swett and Jennifer Horne are the only significant candidate in the race who has not been a major lobbyist for the speical interests her opponents pretend to engage.
Swett reported $188,000 in new campaign contributions and has $1.15 million cash on hand; that’s more than Charlie Bass, Ann Kuster, and Jennifer Horn combined.
Swett has been endorsed by the American Postal Workers Union Local 230 and the Laborers' International Union of North America's (LIUNA) Maine, Vermont, and New Hampshire District Council and is being supported by the National Air Traffic Controllers Association. As she has traveled the district, she has earned the support of hundreds of men and women across the state including Keene Mayor Dale Pregent, Concord State Representative Mary Stuart Giles, former State Senator Mary Nelson of Nashua, former Littleton State Representative Ned Densmore, former Salem State Representative Stephanie Micklon, and Merrimack County Democrats Chair Eric Tolbert of Concord (see below for full list of NH leaders supporting Swett).

Congresswoman Leads First House Delegation to Meet with Petraeus in his New Role as Commander of the International Security Force in Afghanistan
WASHINGTON, DC – Representative Carol Shea-Porter, a member of the House Armed Services Committee, led a Congressional Delegation (CODEL) to Afghanistan last week. This was the first House Delegation to meet with General David Petraeus in his new role as Commander of the International Security Assistance Force (ISAF) and Commander of U.S. Forces Afghanistan (USFOR-A).
“I am a member of the House Armed Services Committee, and I consider it my responsibility to meet with our troops and with the civilians and US and Afghan political leadership,” said Congresswoman Shea-Porter. “This is my second trip to Afghanistan, and I am humbled by the enormous sacrifices being made by our service members and their families. However, I have great concerns about the concept of nation building, the rampant corruption, and the Taliban using money from the drugs there to fund the fight against our troops. And What About Kuster?
Below the NH Democratic Party wails Charlie Bass for, among other things, his being a lobbyist. While they are correct, Bass almost doubled our national debt while in Congress, focusing on Republican opponents who have lobbied may not be the brightest strategy they could come up with.
Ann Kuster is the Democratic Candidate for Congress in district 2 who is endorsed by the ultra-ultra-ultra-left wing of the Democratic Party, including the freakish La-La-Land BlueHampshire.com blog. She was partner in one of the largest Republican Lobby firms in Concord led by Republican Tom Rath, one of the most insider Republicans around.
Kuster personally earned almost 300 thousand dollars last year lobbying for drug, medical, and investment companies. Her firm earned almost one million dollars for lobbying Concord, alone.

From the Dems: Establishment Candidate Charlie Bass Trounced in Straw Poll
Concord - This weekend, Republican Congressional candidate Charlie Bass was trounced in a straw poll attended by over 100 GOP Party activists. He received only 13 votes while his opponents Jennifer Horn and Bob Guida received 55 and 36 votes respectively.
Bass's poor showing supports comments made by former Republican Party Chair Fergus Cullen in April. Cullen told CQ's Roll Call magazine, that while "Being the candidate of the Washington establishment is not quite the kiss of death," it is "certainly not something that any candidate wants to run on this year." "Clearly Charlie Bass's 12 year career of voting for reckless spending and skyrocketing deficits as a Republican insider in Washington is still on voters' minds," said Harrell Kirstein, press secretary for the New Hampshire Democratic Party. "New Hampshire voters rejected Bass's last attempt to make a career out of Congress and they will do it again."
From the day Bass was sworn into office till the day he left, the deficit nearly doubled, increasing by 3.8 trillion dollars. He voted multiple times for the irresponsible Bush tax cuts benefiting only the richest Americans (HR 4297, HR2), for spending the social security surplus(S CON RES 95), and for the reckless FY2007 budget that increased the deficit by hundreds of billions of dollars (H CON RES 376).
After being voted out of Congress, Bass spent the last four years working for the Republican Main Street Partnership, a D.C. lobbying group that backed the Wall Street bailout. (RepublicanMainStreet.org) And during the first few months of his 2010 campaign, he has brought in Texas Congressman and BP apologist Joe Barton to campaign for him at an event.
"While Bass is futilely trying to reinvent himself this year, his political tricks wont fool New Hampshire voters in the second Congressional district," continued Kirstein. "Despite his repeated attempts to woo the Republican base and pander to the far right fringe of his party, Bass's campaign clearly still isn't gaining any steam."
BOB BESTANI COMMENTS ON FEDERAL LAW SUIT AGAINST ARIZONA’S IMMIGRATION LAW

“The federal government today filed suit against the State of Arizona seeking to block enforcement of that state's recently enacted immigration statute, S.B. 1070. In its complaint, the federal government states: "S.B. 1070’s mandatory enforcement scheme will conflict with and undermine the federal government’s careful balance of immigration enforcement priorities and objectives." Let me translate: S.B. 1070 interferes with the Obama administration's considered political decision not to enforce federal immigration law. This suit will fail.
When S.B. 1070 was written, it was done so to mirror federal law in almost every respect. To the extent it broke new ground; it was to protect civil liberties even more diligently than existing federal law by explicitly prohibiting racial profiling. There is, therefore, no basis for a finding that there is any conflict between the Arizona statute and federal law. This would be a necessary condition for a finding of pre-emption in the absence of explicit language forbidding state action. To the extent that the complaint tries to manufacture a conflict, its argument is essentially that it interferes with the federal government’s enforcement if a state is too effective in informing the federal government that federal law is being violated. Good luck selling that to the courts!
For political and ideological reasons the Obama administration has decided to affirmatively fail to enforce existing immigration law. Such law, however, was written by Congress, which meant to have it enforced by the Executive Branch. Although he taught constitutional law at the University of Chicago, President Obama apparently needs to be reminded that his duty under Article Two, Section 3 of the Constitution is to “take Care that the Laws be faithfully executed.” There is nothing faithful about ignoring the law as it is written.”

Those who broke the law to enter the United States illegally should not be rewarded with the greatest privilege the world has to offer: Citizenship of the United States of America. Amnesty is a non-starter. Immigration reform should be simple. First, secure the border. Second, shut down financial incentives that attract illegal immigrants, especially incentives that are paid for by taxpayers. Third, reform immigration without rewarding lawbreakers while requiring all immigrants to learn to speak English.
Hodes Calls On Republican Candidates to Support Extension of Unemployment Benefits
Manchester, NH - On a conference call with reporters earlier today, Paul Hodes called on his Republican opponents to stop playing political games and support an extension of unemployment insurance. The Senate is attempting to pass an extension of unemployment benefits, but Republicans have repeatedly blocked efforts to bring the proposal to the floor for a vote. Hodes was joined on the call by Brian Hardy, an unemployed Vietnam veteran from Littleton who is currently receiving unemployment benefits.

Mahoney: Boehner’s Social Security Idea Poorly Thought Out
PORTSMOUTH***Small business owner and conservative candidate for Congress Sean Mahoney (NH-01) stated on Wednesday that House Minority Leader John Boehner should not count on his vote to support Boehner’s proposal to raise the Social Security retirement age if Republicans win control of Congress in November.
In a meeting with the Pittsburgh Tribune-Review on Tuesday, Boehner floated the ideas of “eventually getting the retirement age to 70" and reducing or even eliminating benefits for some seniors.
“John Boehner’s comments represent yet another example of why Washington has lost the trust of the American people,” Mahoney said. “Social Security is a covenant between taxpaying Americans and their government. If Washington changes the rules now for people who are already in the system, they will demonstrate their disregard for regular Americans once again.”
“Social Security needs to be reformed. Everyone recognizes that,” Mahoney stated. “Congress needs to have a broad, extensive discussion on comprehensive Social Security reform that involves workers, employers and seniors; a discussion that lays out all the options and provides a clear picture of the fiscal realities and the long term outlook, not just piecemeal sound bites without substance. We cannot do that when politicians in Washington from either party lob out ideas without careful deliberation.”
“Washington Republicans like John Boehner should know that they cannot make any commitments on my behalf and they cannot take my vote for granted,” Mahoney concluded. “If the people of New Hampshire elect me to Congress I won’t be taking orders from the party leaders.”
Congresswoman Refuses To Answer Questions About How She Obtained Personal Records Without Informing School Superintendent
CONCORD – The New Hampshire Republican Party today filed a Right to Know request with the Manchester School District asking for all correspondence between district employees and Congresswoman Shea-Porter’s office. The Union Leader reports today that Congresswoman Shea-Porter is refusing to answer questions about how she obtained personal student information from the school district without informing the Superintendent.
“Carol Shea-Porter’s unwillingness to answer any questions about how she obtained personal student information raises serious concerns that need to be addressed. These records are extremely sensitive, and Manchester parents have not been assured that either Congresswoman Shea-Porter or the school district has handled them properly,” said NHGOP Communications Director Ryan Williams. “If Carol Shea-Porter has nothing to hide, she should break her silence and immediately discuss how she acquired these records without informing the Manchester Superintendent."
Manchester Superintendent Thomas Brennan has launched an internal inquiry to determine how Congresswoman Shea-Porter obtained this information and to review city school policies. He also told the Union Leader that “If I had my way, I don’t think we should share this information.”
The NHGOP today also renewed its call for Congresswoman Shea-Porter to disclose the names of other schools across the 1st District that provided records to her office.
“Carol Shea-Porter’s unwillingness to disclose which school districts have turned over student records to her office raises serious questions about her commitment to open and transparent government. She needs to break her suspicious silence and let 1st District parents know if she has acquired their child’s personal information,” said Williams.
Shea-Porter Announces Nearly $3 Million for NH Airports
WASHINGTON, DC —Congresswoman Shea-Porter today announced two separate grant awards for the Manchester Boston Regional Airport and the Portsmouth International Airport at Pease. The Manchester Airport will receive $2,156,976 to upgrade their snow melting equipment and to modify their Aircraft Rescue & Firefighting Building. The Portsmouth International Airport at Pease will receive $576,166 to upgrade their perimeter fencing, which will help reduce interference from wildlife and prevent inadvertent access to the active airport operating area. These grants were provided by the Federal Aviation Administration of the U.S. Department of Transportation.
Sean Mahoney Statement on Potential Cap-and-Trade “Compromise”
President Barack Obama insists that any so-called cap-and-trade legislation must include a tax on carbon. That’s not a compromise, that’s a recipe for higher taxes on small businesses and more unemployment.
There is no way to compromise away three simple facts about this legislation. First, it will drive up the cost of energy use. Second, it will cause disproportionate harm to small business owners who employ the majority of Granite Staters. And third, the bill will put U.S. manufacturers at a competitive disadvantage globally.
Rep. Carol Shea-Porter voted for the House version of the cap-and-trade bill that by some estimates could cost over $6,800 a year for a family of four when fully instituted. “Today's 5 to 4 decision by the United States Supreme Court in McDonald v. Chicago, is an outstanding outcome in support of the Second Amendment, and an important affirmation of the fundamental principle that individuals possess the unalienable right to keep and bear arms under our Constitution. This ruling applies to states and localities the precedent set forth in District of Columbia v. Heller that every American has an individual right to keep and bear arms.
“Like Heller, McDonald makes clear that important Constitutional rights often hinge on a single vote on the Supreme Court. This is why it is critically important that we have qualified Justices sitting on the Supreme Court who will interpret the Constitution as it is written and not inject their own ideology by legislating from the bench. They must understand that their role is to uphold the Constitution, which is a limiting document, not a living document. This is why I opposed President Obama's nomination of liberal activist Sonia Sotomayor—who sided with the minority in McDonald—to the Supreme Court. It is also why I oppose the nomination of Elena Kagan to the Supreme Court. From what little we know of Kagan's record, she has displayed great hostility toward our Second Amendment rights. For example, Kagan was an architect of the Clinton Administration's 1998 ban on many models of semi-automatic rifles; as a law clerk, Kagan wrote to former Justice Thurgood Marshall that she was ‘not sympathetic’ to a successful challenge to D.C.'s handgun ban; Kagan has also compared the NRA to the KKK, terming the NRA a ‘bad guy organization.’
